The Federal Communications Commission (FCC) requires that we provide customers with the information about the services we provide, so they can make informed decisions about which services best meet their needs. Crystal Broadband Networks (CBN) has established this page as a single place where consumers and others can access and review the relevant policies, agreements and other information about CBN’s Internet access services.
In accordance with these rules, this disclosure provides information about three aspects of CBN’s residential and business broadband Internet Access Services:
- Network Management Practices,
- Performance characteristics and
- Commercial terms that apply to these services.
To assist you in finding the information you’re looking for, we highlight below information that the FCC specifically calls for in the Open Internet Disclosures.
Network Management Practices:
CBN does not discriminate against lawful Internet content, services, applications, or non-harmful devices. Here is an overview of CBN’s practices:
Blocking
CBN does not block or prevent end user access to lawful content, applications, service, or non-harmful devices as part of its current network congestion management technique.
Throttling
CBN does not degrade or impair access to lawful Internet traffic on the basis of content, application, service, user, or use of a non-harmful device.
Affiliated Prioritization
CBN does not directly or indirectly favor some traffic over other traffic, including through use of techniques such as traffic shaping, prioritization, or resource reservation, in order to benefit any affiliate.
Paid Prioritization
CBN does not directly or indirectly favor some traffic over other traffic, including through use of techniques such as traffic shaping, prioritization, or resource reservation, in exchange for consideration, monetary or otherwise.
Congestion ManagementM
CBN manages its network with one goal: To deliver the best possible broadband Internet experience to all of its customers. To further this effort, CBN uses network management practices that are consistent with industry standards, using various tools and techniques to manage its network and deliver its service and ensure compliance with the strictest tolerances. The Congestion Management System helps ensure that all customers have a fair share of access to the network.
Application Specific Behavior – Device Attachment Rules
CBN does not use any network management practices that are specific to any application. CBN does not discriminate against or otherwise prevent users of its Internet service from sending and receiving the lawful content of their choice; running lawful applications and using lawful services and devices of their choice as long as the devices do not harm the network or the provision of broadband Internet access services, facilitate theft of service, or harm other users of the service. Similarly, CBN reserves the right to employ network management practices to prevent certain harmful or illegal activity, such as the distribution of viruses or other malicious code or the transfer of child pornography or other unlawful content.
Network Security Measures
CBN actively seeks to address the threats posed by harmful and unwanted traffic and reserves the right to protect the security and integrity of its network and its customers by any lawful means deemed necessary.
Performance Characteristics:
CBN offers residential and commercial customers their choice of a variety of packages of broadband Internet access service, each of which offers different maximum and average upload and download speeds, features and prices, allowing customers to select an option that is best suited for their online activities. Service Description
CBN provides internet services to its users using HFC network, WiMAX network or FTTH technologies. We provide a variety of Internet service offerings to residential and commercial customers. The devices that the subscriber needs will be provided at a cost which varies depending upon the type of device.

Pricing and Other Fees

Data Usage Plans
CBN does not currently apply any “data caps,” usage thresholds, or any other form of usage-based billing, but reserves the right to do so.
Privacy Policies
CBN values the privacy of our Internet service customers and follows procedures to ensure that information we collect is lawfully protected. In order to manage our network performance and ensure that our network runs smoothly, we have systems in place that deny malicious traffic. To make our network safer, CBN has the right to inspect and analyzes all network traffic running on our system. CBN adheres to the strictest rules and regulations concerning CPNI disclosures and we do not collect, store or use traffic information to profile our customers.
